Balkcom sponsored the legislation protecting women's and girls' athletic opportunities by establishing sex-based eligibility requirements for female athletic teams. After Governor Cooper vetoed the bill, Balkcom voted to override the veto. The General Assembly ultimately enacted the law as Session Law 2023-109.

The bill became Session Law 2026-54.
Balkcom was a primary sponsor of legislation protecting agricultural land and property near military installations from acquisition by certain adversarial foreign entities. The bill became Session Law 2026-54.
